The process of delimitation in Jammu and Kashmir will be done in a transparent manner. The commission will submit its report to the central government in due course. However, before giving the fine report, the commission will soon prepare a draft and bring it to the public. People can also give their comments and suggestions on the draft during that time.
Before returning to Delhi, the Delimitation Commission team, while addressing the journalists after a meeting with the district election officials in Jammu on Friday morning, Sushil Chandra, a member of the Delimitation Commission, said that we have four in Jammu and Kashmir. During the day's tour, more than 290 groups were met, consisting of 800 individuals. During this, people put forth their demands regarding the delimitation, raised the issues and also gave suggestions.
He clearly indicated that there is no scope for any discrimination in the delimitation. Bringing the draft of the commission among the people is part of this process. If people see any deficiency or discrimination in this, then they can give their comments and suggestions on the draft during that time also. Only after that, the final decision on delimitation will be taken.
Responding to a question about PDP not meeting the commission, Chandra said, "We wanted everyone to meet us. We came with an open heart. This is a historic and constitutional process, which will be completed in a transparent manner. He also made it clear that the process of delimitation in Jammu and Kashmir will be done on the basis of the 2011 census. But it also includes issues such as geography, telecommunications, administration's reach to the people, etc., which will be given full attention.
Chandra said that we have instructed the Chief Secretary to appoint any officer of the rank of ADC as a nodal officer so that the commission can get in touch with him and get information related to the delimitation. We have talked to a lot of people but if still anyone wants to give suggestions then they can give it to the nodal officer or directly to us. He thanked the people for showing interest in the process of delimitation.
On the demand of earmarking 24 seats for the refugees of Ghulam Kashmir and providing some of those seats, he said that the process of delimitation is being done under the Jammu and Kashmir Reorganization Act 2019. The commission has the mandate to increase only seven seats.
