Ranchi: In the 34th National Sports Scam case organized in Jharkhand, the team of CBI Patna (ACB) conducted raids in Jharkhand, Bihar and Delhi on Thursday. CBI has raided 16 locations of 13 people in the scam case of total Rs 28.34 crores. According to the CBI, the names of five people have been officially announced, including the then Sports Minister Bandhu Tirkey, RK Anand, PC Mishra, SM Hashmi, Madhukant Pathak and others.
Apart from this, the other eight people who were raided here are all people associated with the tender committee constituted by RK Anand. At present, the role of these people in the whole episode is doubtful. The 16 locations raided by the CBI include 12 in Jharkhand, two in Patna and two in Delhi. Documents related to the purchase of sports equipment were also seized during the raid. The team of CBI Patna (ACB) started raiding on Thursday morning. During this, the then Sports Minister Bandhu Tirkey was in Delhi. Returned to Ranchi late in the evening on the call of CBI.
The CBI raided the houses of the concerned people in Ranchi, Dhanbad, Bokaro, Godda and Dumka districts of Jharkhand. CBI raided the Delhi locations of former MP cum advocate RK Anand in Delhi with the help of CBI. Patna CBI team has raided seven locations in Ranchi apart from two locations in Patna. The remaining five hideouts are in Dhanbad, Bokaro, Godda and Dumka districts.
What's the matter:
A complaint was made to the Governor regarding the disturbances in connection with the 34th National Sports event. In view of the seriousness of the matter, the Governor directed the Accountant General to conduct a special audit. In the light of the guidelines of the then Accountant General (Audit) of the state, a special audit report was prepared and submitted to the Governor.
During the special audit, the matter of purchase of sports equipment at a higher price than the market was caught. During the audit, it was also learned that a unique method was used to procure goods from the preferred contractor. For this, a rule was made to give 50 marks in technical and financial bids and 50 marks in powerpoint presentations. It was also decided that the contractor who will get the highest number, will be given the work.
Due to this, the favorite contractor who had to give work, he was given work by giving more numbers in the power point presentation. According to the audit report, an excess payment of Rs 10.99 crore was made to the contractors in the purchase of sports equipment. Along with this, material worth Rs 73.55 lakh was purchased in excess of the requirement.
Based on these facts mentioned in the audit report, the surveillance started the investigation by registering an FIR. However, due to lack of progress in the investigation, a PIL was filed in the High Court. After the hearing, the court ordered CBI to investigate. After this, the CBI started the investigation by registering an FIR on 11 April and raided on 26 May.
