Ranchi: The government is preparing a draft of local policy and giving 27 percent reservation to OBCs. On November 11, the government will call a special session of the assembly and pass both the resolutions. On Thursday, a meeting of UPA ministers and MLAs was held to prepare a blueprint for the bill related to locality and OBC reservation, in which a committee was formed to discuss both the issues. The committee has decided that the survey of 1932 in the entire state will be considered as the base year for identification of locality.

The places where the survey was done before 1932 will also be included, the 1964 survey in Kolhan and Saranda will also be included in this. The committee has also suggested to bring the landless indigenous people under the ambit of locality. In those villages where Gram Sabha is not competent or constituted, in such a situation, the government has been asked to find a solution.

Primitive tribes will naturally be local:

The primitive tribes of the state would naturally be considered local. Khatian will not be required for these. The committee believes that most of the primitive tribes are landless. They do not have Khatian. Along with this, such castes of ST who do not have Khatian and live in forests, then their forest lease can be considered as the basis.

Both the proposals will be sent to the Centre:

By passing both the resolutions, recommendations will be made to the Central Government under the Ninth Schedule. Demand will be made from the Center to implement both the provisions under the special state of Jharkhand. The state government has decided to put both the proposals in the court of the Center to end the legal wrangle.
