The United States Embassy in Cuba opened the call for applications for the Hubert H. Humphrey Scholarship Program 2025-2026, an academic and professional exchange initiative that allows Cubans study at American universities with all expenses covered.
This program, created in 1978 and funded by the U.S. Department of State, is aimed at professionals with experience, a vocation for service, and a commitment to positive change in their communities.

Requirements to apply to the scholarship program for Cubans

Selection process and key dates
Embassies and Fulbright commissions send their nominations to the Institute of International Education in September. The list of selected will be announced in February 2026, and the program will begin between April and September, depending on the fellow's English proficiency level.
Those who do not achieve the required score on the Test of English as a Foreign Language (TOEFL) may take an intensive English course before beginning the program.
Those selected will receive a J-1 visa, intended for work-study exchange visitors. This category allows them to remain in the United States temporarily and participate in the academic and professional activities included in the program.
