An additional section also contemplates denying citizenship to children who are members of terrorist groups declared by the federal government.
All of this comes days after the Supreme Court opposed and blocked an earlier order signed by the 80-year-old Republican seeking to bar citizenship to babies born in the United States who do not have at least one parent who is a citizen or permanent resident.
"We are making adjustments because it is very unfair. There are people who are creating businesses around this. Wealthy people are creating businesses around birthright citizenship. That is not how it should work. It is a shame. They are buying their way in, and we are not going to allow it," said the nation's president in the Oval Office.
Stephen Miller, White House deputy chief of staff, supported the president's decision and attacked so-called maternity tourism.
"The idea that people come here pretending to be tourists, pretending to be visitors, saying they want to go to Disneyland or visit a monument or a national park, when the real reason they are here is to have a child, for that child to automatically obtain citizenship, leave our country and then have a U.S. citizen child. Under this broken system, this gives them access to social benefits, ultimately the right to vote and all the other rights and privileges that belong exclusively to Americans," he said.
