For Trump, the absolute priority has shifted from funding the agencies to what he calls "election integrity." Trump stated that any agreement must include requirements such as mandatory photo identification to vote, proof of citizenship, restrictions on mail-in voting—with exceptions—and the exclusive use of paper ballots in federal elections.
He also seeks to incorporate social measures, such as excluding transgender women from women's sports competitions and prohibiting gender reassignment surgery for minors.
The president also urged Republican leaders, including Senator John Thune, to unify all these proposals into a single legislative package and put it to a vote, even if that means eliminating mechanisms like filibuster.
“Put it all together and vote,” the president urged,even suggesting that the Senate eliminate the filibuster and cancel the Easter recess to force the passage of this “mega-project.”

The Democratic opposition, however, has firmly rejected the “SAVE Act,” arguing that several of its provisions could restrict access to voting and affect civil rights.
