Those employed teachers who become permanent teachers by appearing in the teacher recruitment examination of Bihar Public Service Commission will also be given the status of state employees and other benefits like them. The grand alliance government of Bihar led by Chief Minister Nitish Kumar has prepared the rules for the permanentization of employed teachers. The Education Department has released the draft of Bihar School Special Teacher Manual 2023. If no important objection is received on this within a week, it will be implemented. After this, the employed teachers will have to give a special kind of examination and after passing it, they will get everything like the permanent teachers who are going to be made from BPSC.

It is stated in the preamble of the rules that this rule has been made to bring the teachers appointed by local bodies at par with the teachers appointed under the Bihar State School Teachers (Appointment, Transfer, Disciplinary Proceedings and Service Conditions) Rules 2023. The name of the manual has been kept as Bihar School Special Teacher Manual 2023. It has been clarified in the rules that special teacher means all such teachers who are employed by local bodies and who are covered under the concerned Local Body Teacher Rules 2020. These also include librarians and physical teachers. All teachers appointed at various levels of the local body will now be called special teachers. After passing the special examination named Competency Test, they will have a single cadre at the district level. If any disciplinary action, vigilance inquiry or any other investigation is going on against any employed teacher till date, the same will continue as per the rules. Along with this, it has also been decided that after retirement or resignation or dismissal of a special teacher, the local body will not be able to employ him on the vacant post.

The department has not yet decided the agency for the competency test. The department has written that it will select the agency and conduct a competency test. The duration of this examination has also been fixed. The competency test will be conducted thrice within a year from the date of coming into force of the rules. Those employed teachers who do not pass this examination even in the last i.e. third attempt will be removed from service. The meaning is very clear that the employed teachers have now become specialized teachers and within a year they will get a chance to appear in the literacy test thrice. Those who fail in this examination will eventually no longer be employed as teachers after the third chance. The department has made a provision for appointment of these special teachers only under the reservation provisions given by the local body under the Local Body Rules 2020. It is clear that under the reservation under which teachers were employed in the local body, now special teachers will also be created under this rule.

The priority list of special teachers will be prepared at the district level. Separate subject wise merit lists will be prepared for primary, middle, secondary and higher secondary. The date of their first pay scale will be seen in the priority list. Where two teachers are of the same date, preference will be decided on the basis of date of birth. In this also, if lots clash, then the name of the teacher in alphabetical order will decide the priority. The District Education Officer will be able to take the final decision in any way related to this.

The basic salary of middle school teachers i.e. special teachers from classes one to five has been fixed at ?? 25000. The basic salary of special teachers from classes 6 to 8 has been fixed at Rs 28,000. The basic salary of special teachers from class 9 to 10 has been fixed at Rs 31000. The basic salary of special teachers for classes 11 and 12 has been kept at ?? 32000. Apart from the basic pay, dearness allowance, house rent allowance, medical allowance, and urban transport allowance will also be given as per the prevailing rates of the state government. Under the rules, the department can also revise the salary allowances of specific teachers from time to time, keeping in mind its policy.
