A one-day special session of the Jharkhand Legislative Assembly will be convened on Friday. In this extended session of the monsoon session, the government will bring two bills. Both the bills propose to be included in the ninth list. The ball will be thrown in the court of the central government to implement the provisions of both the bills. This session of the assembly will be important in the changing political circumstances.
The pros and cons called a meeting of the legislators to prepare for the session. In the meeting, a strategy was made regarding the session. The state government will keep its point regarding the locality policy and increase in reservation, while the opposition will try to surround the government on this issue.
Locality Bill: In the proposal, the survey before 1932 is also valid
Local persons shall mean domicile of Jharkhand, who is an Indian citizen and resides within the territorial and geographical limits of Jharkhand.
The name of his or her ancestors should be recorded in the survey or khatian of 1932 or earlier.
It is mentioned in the draft that in case of landless persons, the local person will be identified by the Gram Sabha on the basis of culture, local customs, tradition etc.
The local people will be entitled to all the schemes and policies of the state regarding social security, social insurance and employment-unemployment. They will have privilege and protection on their land, employment and agricultural loans or other loans.
Reservation Bill: Reservation limit will be 77 percent
77 percent reservation is to be given in the posts and services of the state. It has been decided that 23 percent of the appointments will be made through direct recruitment and 77 percent from the reserved quota. Under this, the category wise reservation will be like this. Earlier there was a provision of 60 percent in the state, including 10 percent reservation for the economically weaker sections.
Scheduled Caste – 12 percent
Scheduled Tribes – 28 percent
Extremely Backward Classes (Schedule-I) - 15 percent
Backward Classes (Schedule-2) - 12 percent
Economically Weaker Section – 10 percent
