The Trump administration is considering canceling $7 billion in grants to the “Solar for All” program, designed to help low- and moderate-income households get solar power, according to two sources briefed on the matter.

The Environmental Protection Agency could cancel the grants, awarded in 2024 during the administration of former President Joe Biden, to 60 nonprofit organizations, tribes and states as early as this week, according to the sources, who were cited by The New York Times.

One of the sources said they were briefed by a person within the EPA, and both spoke under condition of anonymity.

The EPA plans to draft letters to all 60 Solar for All grant recipients — which includes 49 states — informing them of the cancellation of their grants, according to the people, who spoke on condition of anonymity because the matter is still being discussed internally.

Because the program launched in 2024, the vast majority of the money has yet to be spent, making it vulnerable to clawback by the administration.

If finalized, the move would intensify the Trump administration's efforts to recover billions of dollars in grants awarded under the Energy Inflation Reduction Act. 2022, President Joe Biden's signature climate law.

The news that funds allocated to the "Solar for All" program would be removed at a time when energy prices are rising across the country, driven by unprecedented heat waves and record demand for electricity, has put activists and organizations defending the environment and renewable energy on guard, Climate Action Campaign reported in a statement sent to La Opinion.

Community leaders and advocates warn that ending the program could force the most vulnerable families to make difficult decisions between paying for air conditioning or buying food.

Margie Alt, executive director of the environmental organization Climate Action Campaign (CAC), expressed strong opposition to the EPA's reported plans. Solar For All™ is helping ensure that no one is forced to choose between paying their energy bill and putting food on the table, Alt said. He noted that the program allows more families to reduce their reliance on polluting fossil fuels, which contribute to increasingly frequent and costly extreme weather events. Alt also called the EPA™s move cruel, damaging to the climate and the economy, noting that courts have repeatedly ordered the agency to release funds that have been frozen in the past. "This plan should meet the same fate," he added.

The Solar for All program was created to expand access to clean energy, especially for communities that have historically been left behind in the transition to renewable sources. Proponents argue that cutting these grants would undermine efforts to address both climate change and economic inequality.

Climate activists and community leaders are urging the EPA to reconsider and prioritize clean energy investments that benefit all Americans.

Arizona, Michigan, Pennsylvania, and Georgia are among the states that benefit the most from the EPA's Solar For All program, thanks to their high solar potential, presence of low-income communities, and need for additional energy solutions.

Other states such as California, Texas, New York, Florida, Illinois, Nevada, New Jersey, North Carolina, Colorado, Massachusetts, Maryland, and New Mexico are also taking advantage of the program.

These states have seen notable growth in the installation of residential solar panels and the development of community solar projects, which have allowed thousands of families to reduce their energy bills and their dependence on fossil fuels.
