Indian Medical Association Urges Union Health Minister to Implement Ordinance for Healthcare Workers’ Protection
Indian Medical Association (IMA) urges Union Health Minister JP Nadda to implement the Epidemic Diseases Amendment Act, 2020 and Kerala’s Code Grey Protocol to protect healthcare workers.
The Indian Medical Association (IMA) has made an urgent appeal to the Union Health Minister, JP Nadda, advocating for the swift implementation of critical legislation aimed at protecting healthcare workers across the country. In a letter addressed to the minister, the IMA has called for the incorporation of the amendments outlined in the 2019 draft bill and the Epidemic Diseases Amendment Act, 2020, into a formal ordinance. The association believes that such a move is essential to instill confidence in the medical community and ensure their safety as they continue to serve on the frontlines.
Demand for Legal Safeguards
The IMA’s letter emphasizes the need for immediate legal measures to prevent and manage violence against healthcare professionals. The association has specifically urged the government to adopt the “Prevention Management of Violence against Healthcare Workers” protocol, commonly referred to as the Code Grey Protocol, which was developed by the Kerala Government. This protocol has been recognized for its effectiveness in protecting healthcare workers from physical and verbal abuse in medical settings.
“We demand that the draft bill 2019 incorporating the amendment clauses of the Epidemic Diseases Amendment Act, 2020, and the Code Grey Protocol of Kerala Government ‘Prevention Management of Violence against Healthcare Workers’ be proclaimed as an ordinance to instill confidence into the minds of the doctors of India,” the letter from the IMA stated. The association has expressed concern over the increasing incidents of violence against doctors and other medical staff, particularly during the ongoing COVID-19 pandemic.
Increasing Violence Against Healthcare Workers
The IMA’s appeal comes in response to a worrying rise in attacks on healthcare workers, who have been at the forefront of the battle against the COVID-19 pandemic. Despite their tireless efforts, many doctors and medical staff have faced harassment, threats, and even physical violence from patients’ relatives and members of the public. These incidents have created an atmosphere of fear and insecurity among healthcare professionals, leading to calls for stronger legal protections.
The Epidemic Diseases Amendment Act, 2020, was initially introduced to address such issues by providing stringent penalties for those who assault healthcare workers during epidemics. However, the IMA believes that these protections need to be reinforced and expanded through the enactment of an ordinance that would apply these safeguards more broadly and permanently.
IMA’s Call for Action
The IMA’s letter to JP Nadda is a clarion call for immediate action to safeguard the nation’s healthcare workforce. The association has underscored the need for a cohesive and comprehensive approach to dealing with violence against healthcare workers, one that includes both preventive and punitive measures. By adopting the Code Grey Protocol and formalizing the amendments to the Epidemic Diseases Act, the government would not only protect doctors and medical staff but also reinforce the public’s trust in the healthcare system.
The Indian Medical Association’s appeal highlights the urgent need for stronger legal frameworks to protect healthcare workers in India. As the country continues to navigate the challenges of the COVID-19 pandemic and beyond, the safety and security of its medical professionals must remain a top priority. The IMA’s call for the implementation of these critical measures is a step towards ensuring that healthcare workers can perform their duties without fear of violence or retribution.
