Jharkhand Niyojan Niti 2016: The Supreme Court has upheld the decision of the Jharkhand High Court, in which the High Court had quashed the 2016 planning policy of the state government as unconstitutional. The top court has directed to prepare a common merit list at the state level. Let us tell you that the Jharkhand High Court's decision of 21 September 2020 was challenged by filing SLP in the Supreme Court on behalf of Khunti teacher Satyajit Kumar and others.

The SLP was filed in the Supreme Court on behalf of the appellant Satyajit Kumar and others. In this, the order of 21 September 2020 of the Jharkhand High Court was challenged. The Larger Bench of the High Court, while ruling on a petition challenging the State Government's employment policy and high school teacher appointment advertisement, on 21 September 2020, had canceled the planning policy as unconstitutional. The appointment of teachers appointed in the 13 schedule district was cancelled. The appointment of non-scheduled districts was retained. Along with this, orders were given to proceed in the appointment of teachers in the remaining subjects in non-scheduled districts. Not only this, orders were given to start the recruitment process of teachers afresh on 8,423 posts of scheduled districts.

Under the planning policy of 2016, all third and fourth-class posts in 13 scheduled districts of Jharkhand were reserved for the local residents of the same district, while outside candidates in non-scheduled districts were also allowed to apply. In the light of this policy, in the year 2016, the process of appointment to 8,423 posts in scheduled districts and 9149 posts in non-scheduled districts (total 1,7572 teachers) was started.
