The Supreme Court refused to interfere in the Uttarakhand High Court order directing a CBI investigation into the award of parking contract. In the Supreme Court, a bench of Justice Abhay S Oka and Justice Pankaj Mithal expressed surprise at the state government's petition. The petition challenging the order of CBI investigation is related to the state's irrigation department. The High Court had directed the CBI to investigate the award of parking contract.

Refusing to interfere with the said order of the Uttarakhand High Court, the Supreme Court rejected the appeal filed by the Uttarakhand government. “We understand that the contractor is coming to the court, but we are surprised that the state government has filed an appeal against the High Court order,” the bench said. The court is confident that the CBI will conduct the investigation in an impartial manner without being influenced by the tentative observations made in the alleged impugned order passed by the bench of the High Court.

The top court said, after hearing the arguments of the Solicitor General and senior counsel appearing for the petitioners, the court finds no reason to interfere with the order directing investigation into the parking contract case through the Central Bureau of Investigation (CBI). The Supreme Court said, "It is clear that the alleged impugned observations made in the High Court order are for the limited purpose of arriving at the conclusion that there is a need for investigation through the CBI. In this, the parking contract given by the Irrigation Department was cancelled. The High Court had said that the contract was illegal and contrary to the tender conditions.

This order of the High Court came on a petition in which the award of parking contract to a person on government land in Haridwar was challenged. The parking contract was given for 400 days in the first phase and then for 229 days in the second phase. A CBI inquiry was demanded in the matter citing deviation from the tender conditions for a total of 629 days. After hearing the arguments, the High Court said, "The Court is of the view that the conduct of the concerned officers, who appear to be in collusion with the two firms owned by the real brothers and the role of the said two firms deserves to be investigated by an independent investigating agency like the CBI.

The Chief Justice expressed confidence and said, "I am confident that the Supreme Court Chronicle will become a major source of information about the functioning of the Supreme Court. Its readers will be updated with the court activities happening inside and outside the Court. The CJI also termed this new beginning as a symbol of a new era of transparency, engagement and progress for the Court.
