According to a count by Political Data Inc., as of noon on Tuesday, October 28, 4,700,440 voters had returned their ballots, which is equivalent to 20% of the 23,073,355 ballots mailed by the California Secretary of State for the special election.
A majority of the votes received, 52%, are from registered Democratic voters, while 28% are from Republican voters. The remainder of the ballots received are from registered independent voters.
