The court has said that one thing is clear that there was a long delay in registering the FIR in the matter. Referring to the incident in Manipur where a woman was thrown out of a car and killed in front of her son, the court said that it happened on May 4, but the FIR in the case was registered on July 7. Chief Justice Chandrachud surrounded the Manipur government and said that apart from only one or two FIRs, no arrests were made. The investigation also remained loose. The FIRs were registered after two months and the statements were not even recorded.
Earlier, the Supreme Court directed the CBI not to record the statements of Manipur women who were sexually assaulted and paraded naked in the viral video case. The Supreme Court told Solicitor General Tushar Mehta that the court would hear the matter at 2 pm.
A bench headed by Chief Justice DY Chandrachud took note of the application by advocate Nizam Pasha, appearing for the women, that the women have been called to record their statement before the CBI during the day. However, advocate SG Tushar Mehta, appearing for the Center and the Manipur government, said that he had no information about it.
What happened during the hearing?
Solicitor General Tushar Mehta told the Supreme Court that the state government had registered 6,523 FIRs after the caste violence broke out. The state police had registered a zero FIR on May 5 itself in the case related to the stripping of women. Seven people, including a minor, have been arrested in the case.
The Solicitor General told the Supreme Court that it appeared that the police recorded the statements of the women after videos of them being paraded naked came to the fore.
The Supreme Court said that it is quite clear that there was considerable delay in registering the FIR in the video matter. The court asked how many accused were named in the FIRs, what action was taken to arrest them. The court directed the DGP of Manipur to appear before it on Monday during the hearing of several petitions related to caste violence in the state.
