US US and Ukraine draft new version of peace plan
The new version of the document states that any peace agreement must maintain
Ukraine's sovereignty must be fully respected in any future agreement to end the war with Russia, US and Ukrainian officials affirmed amid peace negotiations in Geneva.
The talks focused on a 28-point US plan championed by Donald Trump, whose purpose is to end nearly four years of conflict triggered by the Russian invasion.
“We have made enormous progress” and “I can tell you that the points that remain outstanding are not insurmountable. We simply need more time,” Rubio told reporters, without elaborating and noting that the Russians will have “a say in the matter.”
Representatives from the United States and Ukraine indicated that the meeting discussed a new version of the plan.
Ukrainian President Volodymyr Zelenskyy considered that this new version of the US plan reflects “most of Kyiv's key priorities.”
His US counterpart, Donald Trump, initially gave up to November 27 to Zelensky to respond to his proposal, but on Saturday he indicated that this plan was not his “final offer”.
Rubio also hinted that there was some flexibility regarding the timeline. “We want this done as quickly as possible. Obviously, we would like it to be on Thursday,” he declared.
New Version
The initial version of the document had been welcomed by Russian President Vladimir Putin, as it included several of Moscow's demands, such as Ukraine ceding territory, agreeing to reduce the size of its army, and abandoning its plans to join NATO.
At the same time, it offered Western security guarantees to Kyiv to prevent any further Russian attacks.
But according to a joint statement from the United States and Ukraine at the end of Sunday's discussions, the two countries drafted “a new, refined version of a peace framework.”
In this new version, Washington and Kyiv “reaffirmed that any future agreement must fully respect Ukraine's sovereignty,” according to the brief text released by the White House.The statement indicates that “the talks have been constructive, goal-oriented, and respectful, emphasizing the shared commitment to achieving a just and lasting peace.” Zelensky stated that he is “personally” grateful to Trump, after the US president accused Ukraine of ingratitude for his efforts to end the war. “Ukrainian leaders have expressed zero gratitude for our efforts,” Trump wrote on his Truth Social network. New Russian attack: Despite negotiations, Russian forces launched an attack on the Ukrainian city of Kharkiv, where four people were killed and 17 wounded. “The circumstances are truly horrific when, despite negotiations, Russian troops are attacking civilian targets, civilian infrastructure, residential buildings, when people are dying,” said Kharkiv Mayor Ihor Terekhov. In Geneva, the Delegations from the United States, Ukraine, and European countries held numerous meetings. The Europeans are trying not to be left out of the negotiations. European Commission President Ursula von der Leyen called for the European Union to play a “central” role in any peace plan for Ukraine. German Chancellor Friedrich Merz declared himself “skeptical” about the possibility of reaching an agreement on the plan before November 27. The German made a proposal that he said could allow them to “at least take a first step on Thursday.”
Since the G20 summit in South Africa, Italian Prime Minister Giorgia Meloni estimated that it was not necessary to present a “full counterproposal” to the US plan.
Trump and British Prime Minister Keir Starmer agreed on Sunday during a phone call that it was important to “work together at this critical moment” for the future of Ukraine, Downing Street indicated.
A meeting on Ukraine between the leaders of the EU countries is scheduled for Monday, and French President Emmanuel Macron announced a videoconference meeting of the countries that support Ukraine for Tuesday.
