In Nalanda, the home district of Chief Minister Nitish Kumar, till the month of August, 34802 tonnes of fertilizer was required. But the supply was only 30081 tonnes. Patna got only 26341 tonnes against 31397 tonnes. On the contrary, excessive fertilizers were distributed in the districts adjacent to Nepal and Nepal border.

After the tussle between the government and the opposition over the availability and distribution of fertilizers, Agriculture Minister Sudhakar Singh has changed the supply system. During the tenure of the former Agriculture Minister, the districts where more fertilizer was sent than the crop cover, will no longer be supplied. Districts with more than 95% supply have been kept in this category. The minister says that urea DAP was smuggled in the district bordering Nepal and Bangladesh. Excess urea was sent here, it has been smuggled there.

Sudhakar Singh Singh says that till August 25,723 tonnes of fertilizer was needed in Purnia. 28867 tonnes were supplied here. Not only was 12 percent more urea sent to Purnia than the demand, but 23 percent more urea was sent to Madhepura, three to Saharsa, seven to Supaul and 10 percent to Katihar.

The availability of more than 95 per cent urea-DAP in the districts bordering the international border is raising doubts as the crop has not been planted as much as in those districts where fertilizers have been sent in less quantity. For this reason, it has been forbidden to send rakes to the districts receiving more than 95 percent of the fertilizer supply. This will help in making available fertilizers as per the requirement in all the districts. Black marketing will also be curbed.

Bihar Agriculture Minister Sudhakar Singh said that during the tenure of the former Agriculture Minister, fertilizer smuggling has taken place on the border of Nepal and Bangladesh. In the area where more than 95 percent is done in the districts, they are stopping the supply of fertilizer and sending it to those districts where there was less supply.
