Ranchi: Locals in Jharkhand will be those who will have Khatian of 1932. In the cabinet meeting held on Wednesday, approval was given to the constitution of Bill-2022 for the definition, identity and consequential social and other benefits of the local people of Jharkhand. Under this, the identity of the local of Jharkhand will be done. Provision has been made in the proposal of the bill that whose ancestors' name is recorded in the survey Khatian in 1932 or earlier, they will be local.
Where the Khatian will not be readable, the Gram Sabha has been given the right to decide the Khatiani. Gram Sabha will be able to decide Khatian on the basis of language, way of living and tradition. The Jharkhand cabinet has decided that this bill will be passed by the House. If the bill is passed, the Government of India will be urged to include it in the ninth list. After the cabinet meeting, Cabinet Secretary Vandana Dadel said that the person or ancestor whose name is recorded in the survey Khatian of 1932, the same will be called local.
Provision for reservation of backwards made 27 percent:
The Jharkhand cabinet has also approved the draft of the amendment bill for the provision of 27 percent reservation for the backward classes of the state. Mrs. Dadel informed that the Personnel Administrative Reforms has approved the Bill-2022 to amend the Reservation of Vacancies in Jharkhand Posts and Services Act, 2001 (as amended).
Under this, the percentage of reserved category in the state has been increased to 77 percent. The state government will request the Government of India to implement it. Under the amendment, 12 per cent reservation will be given to Scheduled Castes in the state, 28 to Scheduled Tribes and 15 to Other Backward Classes-I, 12 per cent to Other Backward Classes-two. Economically weaker sections will be given 10 per cent reservation. Before implementing this, the Government of India will also be requested for this.

Local and reservation policy will be passed from the house and sent to the center
Since the formation of the state, the local policy and reservation policy have been the subject of legal dispute. After losing the legal battle on both the issues, now the government has adopted a new method to implement it. The government has decided to make it a law and recommend it to be included in the Ninth Schedule of the Constitution by sending it to the Government of India instead of implementing it in the state with the help of notification. Instead of implementing this policy to avoid any legal dispute, it has been decided to request the Center to put it in the Ninth Schedule.
