Amnesty International warned that the military action carried out by the Trump Administration in Venezuela, which resulted in the capture of Nicolas Maduro and Cilia Flores, raises serious concerns about the human rights of the Venezuelan population and warned that it likely constitutes a violation of international law, including the UN Charter. just as the United States' stated intention to rule Venezuela and control its oil resources.

The organization further warned that the attack on Venezuela and the capture of Maduro and Flores by one of the five permanent members of the UN Security Council “further deepen the collapse of international law and the rules-based global order.”

The NGO maintained that the operation “raises serious human rights concerns” and warned that it “very likely constitutes a violation of international law, including the UN Charter,” in addition to questioning Washington's “stated intention” to rule Venezuela and control its oil resources.

Amnesty International warned of the risk of an escalation of human rights violations, whether from further US operations or from the Venezuelan government's responses to the attacks.

It also called on the Venezuelan authorities to refrain from further repression against the population, reminding them that they are obliged under international law to respect and protect the human rights of all people in Venezuela.

“Those most at immediate risk include human rights defenders and politics activists who have faced years of violations and crimes under international law committed by the Maduro government,” states Amnesty International, which said it stands in solidarity with the Venezuelan people: “the thousands of victims and survivors, and the millions who have fled after years of suffering serious violations and crimes against humanity.”

Furthermore, The NGO reiterated its call for the Maduro government to be investigated and, when sufficient evidence exists, for those responsible to be prosecuted before an independent and impartial court, with the aim of guaranteeing justice,repairs, and guarantees of non-repetition. In general, the NGO, in its assessment, said that these types of actions send signals of “an international system governed by military force, threats, and intimidation,” and “increase the risk of imitation actions by other actors.” The governments of Brazil, Chile, Colombia, Spain, Mexico, and Uruguay have joined the NGO's call, collectively rejecting “the military actions carried out unilaterally on Venezuelan territory.”
