Uttar Pradesh Launches UPCOS: A New Era for Outsourced Workers’ Rights and Welfare
Uttar Pradesh introduces the Uttar Pradesh Outsource Service Corporation (UPCOS) to safeguard outsourced employees’ rights, ensuring timely payments, social security benefits, and transparent recruitment.
In a landmark move aimed at transforming the employment landscape for outsourced workers, the Uttar Pradesh government has announced the formation of the Uttar Pradesh Outsource Service Corporation (UPCOS). Spearheaded by Chief Minister Yogi Adityanath, this initiative seeks to address longstanding issues faced by over 11 lakh contractual employees across 93 departments, ensuring their rights, welfare, and dignity are upheld.
Empowering the Backbone of Public Services
Outsourced employees have long been integral to the functioning of various government departments, yet many have grappled with challenges such as delayed salaries, lack of social security benefits, and opaque recruitment processes. Recognizing these concerns, the state government is taking decisive steps to bring about systemic reforms that prioritize the well-being of these workers.
Key Features of UPCOS
UPCOS is envisioned as a centralized body that will oversee the recruitment, remuneration, and welfare of outsourced employees. Its primary objectives include:
- Timely and Direct Salary Payments: Ensuring that employees receive their full remuneration directly into their bank accounts by the 5th of every month.
- Social Security Benefits: Mandating the provision of Employee Provident Fund (EPF) and Employee State Insurance (ESI) benefits to all eligible workers.
- Transparent Recruitment: Implementing merit-based hiring practices and adhering strictly to reservation norms for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).
- Accountability Measures: Establishing strict penalties, including blacklisting and legal action, against agencies that violate regulations or exploit workers.
- Comprehensive Welfare: Offering additional benefits such as medical facilities, maternity leave, accident insurance, and pension schemes.
Chief Minister’s Vision for Inclusive Growth
During a recent high-level meeting, Chief Minister Yogi Adityanath emphasized the government’s commitment to upholding the dignity and rights of all personnel. He stated, “The state government is dedicated to ensuring social and economic security for all outsourced employees. UPCOS will not only bring transparency to the administrative system but also instill stability and confidence in the lives of lakhs of outsourcing workers.”
Streamlining Operations and Reducing Exploitation
By centralizing the management of outsourced employees, UPCOS aims to eliminate the need for multiple service provider agencies, thereby reducing instances of exploitation and financial irregularities. Implementation and Oversight
The formation of UPCOS is set to be formalized in the upcoming cabinet meeting. Once established, the corporation will function under a three-party agreement involving the respective government department, UPCOS, and the outsourcing agency.
