Cesar Ramos was chosen by the Referees Commission to referee the Apertura 2025 grand final between Toluca vs. Tigres this Sunday at the Nemesio Diez stadium, in a decision that was expected due to the new decision-making process of the refereeing high command headed by the Argentine Horacio Elizondo. Elizondo didn't want to overcomplicate things and opted for the best card in the refereeing community, Cesar Ramos, to officiate his tenth final, hoping that the personality and ability of the internationally certified referee will allow him to get the job done in the decisive game of the 2025 Apertura tournament. After the outstanding performance of "Gato" Marco Antonio Ortiz last Thursday in the first leg, the Referee Commission didn't want to take any risks with a less experienced referee, such as Daniel Quintero, Victor Caceres, Luis Enrique Santander, Adonai Escobedo, or Fernando Hernandez, the latter two having been dismissed for their mistakes in the last match of the regular season. It should be noted that the appointment of Ramos Palazuelos demonstrates that the Commission of Referees did not take into account the monumental failure that occurred in the VAR office during the match between Cruz Azul vs. Pumas, where Cruz Azul's goalkeeper, Kevin Mier, suffered a fracture, highlighting errors between referee Fernando Hernandez and Cesar Ramos himself, but where only the central referee was "erased" from the playoff picture. Cesar Ramos Palazuelos officiated three Tigres games during the regular season, but the feline squad failed to win any of them, while Chivas and Rayados drew twice, and he suffered a single defeat in the championship against America at the Volcan stadium. Meanwhile, he refereed Toluca's matches twice, the first on matchday six when they lost to Cruz Azul at the Estadio Olimpico Universitario, and the second on matchday 10 in the 6-2 thrashing they handed to Monterrey. Cesar Ramos will be accompanied in the final by Alberto Morin and Marco Antonio Bisguerra as his assistant referees 1 and 2, while Diana Perez Borja will head the VAR.Assisted by Erick Yair Miranda; the fourth official will be Luis Enrique Santander.
It should be noted that the international referee was not without controversy in the current tournament, and it was in the Clasico Regio between Tigres and Monterrey that he drew the spotlight for his controversial decisions, leaving Tigres fans with less than fond memories of the referee.
