The University Grants Commission (UGC) on Thursday tabled a draft for public feedback that seeks to facilitate entry and operation of foreign institutions in the country for the first time. According to the draft, the local campus can decide on the admission criteria, fee structure and scholarships for domestic and foreign students. Institutions will have autonomy to recruit faculty and staff.
