The budget will not be presented in the Delhi Assembly on Tuesday. Delhi CM Arvind Kejriwal has given information by tweeting. Attacking the BJP government at the Centre, the Chief Minister of Delhi said that it is for the first time in the history of India that the budget of the Delhi government was to be presented on Tuesday and on Monday evening the central government has put a hold on the budget. CM Kejriwal said that hooliganism is going on directly.

While presenting the Economic Survey in the House, Finance Minister Kailash Gehlot said that the government is working with the aim of making Delhi an inclusive, equal facility for all and a world-class city with better livability and fulfilling the aspirations of the citizens. Transport sector given top priority in plan, program and project budget allocation in 2022-23 and 20 per cent of the total budget has been allocated to this sector, followed by education sector at 17 per cent, water supply and sanitation at 15 per cent And 13 percent of the budget was allocated for medical and public health. The Delhi government presented a budget of Rs 75,800 crore for the year 2022-23, in which Rs 43,600 crore was allocated for the schemes, programs and projects of the government. This allocation was Rs 5,800 crore more than Rs 37,800 crore for 2021-22 based on the budget estimates.

With the initiative of the government, the area covered by forests and trees has increased in Delhi by 2021. Now this area has become 342 square kilometers. Due to this, the share of forests in the area has increased to 23.06 percent. According to the Forest Cover Report 2021, Delhi has the highest forest cover of 194.24 sq km among the seven major mega cities, followed by Mumbai at 110.77 sq km and Bangalore at 89.02 sq km. Delhi's tree cover as a percentage of the total geographical area of the state and union territories is second only to Chandigarh. It is 13.16 percent in Chandigarh and 9.91 percent in Delhi. The total gross cropped area in Delhi has increased to 47,850 hectares in 2021-22. During 2011-12 was 36,445 hectares. There is a declining trend in agriculture and allied sector.

Income from the construction sector in Delhi to increase from Rs 18,907 crore in 2011-12 to Rs 39,897 crore in 2022-23. Delhi is a major city for foreign and domestic tourists. According to India Tourism Statistics at a Glance 2022, Delhi stood third with a share of 9.50 per cent in total foreign tourist arrivals in 2021. The peak demand of power in Delhi has increased from 5028 MW in 2011-12 to 7323 MW in 2021-22. The work of setting up a waste to energy plant is in progress, the government is planning to set up a 15 MW plant at Bhalswa and expand the existing plant to 8 MW at Ghazipur. MCD and NTPC have formed a joint venture to set up a 12 MW Kamar Se power plant. 244 MW of solar systems have been installed by September 2022 at 6,864 locations in Delhi.

In 2021-22, the daily average ridership of DTC buses was 1562 lakh and that of cluster buses was 9.87 lakh. The total number of motor vehicles on the roads in Delhi in 2021-22 was 79.18 lakh, showing a reduction of 35.38 per cent as the Delhi government banned diesel vehicles older than 10 years and petrol vehicles older than 15 years. DTC operates 4010 buses on 461 routes in the city and 7 routes in NCR. Apart from this, 3319 buses are being run under the cluster scheme. For night service, 88 buses are run on 27 routes. 30 women special buses are also being run during peak hours on 30 routes.

For the safety of women, on 30 September 2022, 7938 marshals were deployed in DTC buses and 3296 marshals in cluster buses. The government is working on a plan for the manufacture and rapid adoption of hybrid and electric vehicles. Last year, 300 electric buses were introduced. To promote public transport, 95.13 km of Ring Road and Outer Ring Road, 37.50 km of National Highway, 298 km of Branch Road and 926 km of less than 30 meter width roads were built. During 2021-22, 13.04 crore women passengers traveled free of cost in DTC buses and 12.69 crore in cluster buses. The average daily passenger travel in the metro was recorded at 25.15 lakh.

2139 lakh consumers are taking advantage of the government's scheme to provide 20 kiloliters of water free of cost. 96 percent of unauthorized colonies have been brought under regular water supply. About 93 percent of the houses in Delhi are now getting piped water supply. The water production during summer is being maintained at 956 MGD per day. In the year 2022, the water treatment capacity of Delhi Jal Board is 943 MGD. Delhi Jal Board is reviving its 67 water bodies. Out of these, the renovation work of 42 has been completed.

The government has a total of 1250 government and government-aided schools. 22.24 percent of the total schools running in Delhi. During the year 2021-22, the share of enrollment in government and government-aided schools was 41.45 percent of the total enrollment of all schools in Delhi. According to the State Budget Analysis report of the Reserve Bank of India, the Government of National Capital Territory of Delhi has made the highest budgetary allocation of 20.5 percent in the education sector in the year 2022-23 (Budget Estimate) as compared to all other states of the country. 100% schools have implemented patriotic curriculum in their syllabus.

The Delhi government is implementing a four-tier healthcare infrastructure model. Primary and secondary health services are being provided through Mohalla clinics and polyclinics. After this comes the number of small and multi-specialty hospitals. As on 31 March 2022, 89 hospitals, 48 primary health centres, 1621 dispensaries, 128 maternity homes and sub-centres, 44 polyclinics, 1050 nursing homes, 508 specialty clinics and 19 medical colleges were available in Delhi. Apart from this, 38 Multispeciality and Super Specialty Hospitals, 167 Allopathic Dispensaries, 58 Seed Primary Urban Health Centers, 517 Aam Aadmi Mohalla Clinics, 30 Polyclinics, 49 Ayurvedic Dispensaries, 22 Unani Dispensaries, 108 Homeopathy Dispensaries and 50 School Health Clinics provide health treatment services to the citizens. Apart from this, free radiological diagnostic services and free surgeries have been started in empaneled private health centers. The victims of road accident, acid attack and burn incidents are also being treated from Delhi Arogya Kosh. In terms of Infant Mortality Rate, Neonatal Mortality Rate, Under Five Mortality Rate indicators, Delhi is at the level of 12, 9 and 14 while at all India level it is 28, 20 and 32 respectively. The number of sanctioned beds in medical institutions in Delhi has increased to 58,980 in 1,163 government and private medical institutions and hospitals, while 58,156 beds were available as on March 31, 2021.

In Delhi, financial assistance of Rs 2000 per month is being provided to senior citizens of 60 to 69 years and Rs 2500 per month to senior citizens of 70 years and above. Financial assistance of Rs 2500 per month is also being given to disabled people and distressed women. Monthly financial assistance was provided to about 4.24 lakh senior citizens till December 2022 in the financial year 2022-23. Similarly, in the financial year 2022-23, till December 2022, about 347 lakh distressed women were given monthly financial assistance. By December 2022, financial assistance was provided to 1.11 lakh Divyangs under the scheme for Financial Assistance to Persons with Disabilities. 2009 fair price shops in public distribution network through 17.80 lakh digital food security cards 72. Provides subsidized food grains to 78 lakh population. These food security cards are linked to Aadhaar. On an average, 5,21,994 migrants received ration under the One Nation One Ration Card scheme in 2022-23.
