End of the labels for Low Emission Pollutant Vehicles in California
By federal regulation, CAV cards are no longer valid starting October 1, regardless of the date they were issued by the California DMV.
The California Department of Motor Vehicles (DMV) announced Tuesday that the Low Emission Pollutant Vehicle (CAV) label program will end on September 30 due to federal regulations.
With the end of the program, effective September 1, October 2025 CAV tags will no longer be valid in California, which allowed vehicles to use designated HOV lanes with only one driver or receive reduced toll rates in certain areas.
Thus, starting October 1, all vehicles will be required to comply with posted occupancy signs to use HOV lanes and must pay the appropriate toll fees, or risk a fine.
